It is simply an additional subscription/number that is dialled. Calls are charged at normal UK rates, but of course, if you are calling from an Upstream phone there is NO call charge.
You don't need to be an existing Upstream customer to use this service - if you only want to use the conferencing facility, no problem - just decide how many conference bridges you need and let us know.
